TOKYO  AP  鈥?Japans defense spending will surge more than 16% next year under a record military budget approved Friday by the Cabinet that will accelerate deployment of long-range cruise missiles that can hit targets in China or North Korea.It also will further fortify the military with F-35 stealth combat jets and other American weapons as Japanese troops increasingly work with allies and take on more offensive roles.The 7.95 trillion-yen  $56 billion  budget plan for the 2024 fiscal year beginning March marks the second year of a five-year military buildup program under a new security strategy Prime Minister Fumio Kishidas government adopted a year ago. HAMPDEN 鈥?Miriam  Mim  Hart of Hampden, Maine died April 11, 2015. She was the daughter of talented immigrant parents, Bernard Oliver of Russia and Elizabeth Shtiff of Poland. She was born in Hartford, CT September 29, 1917. She spent her childhood in the suburbs of Chicago. She attended UConn and graduated from Bryant Business College.Mim was an administrative secretary at the Eastern Maine General Hospital  EMMC  for 17 years and also manager of the hospital coffee shop. Mim owned Har stanley kubek ts Delight Gift Shop for 8 years, and was officer manager for her son, Forest Hart, Taxidermist, for 10 years. She was an interior decorator 鈥?advising, consulting and speaking on color and design, Executive Director of Senior Citizens Council of Greater Bangor, from which she wrote a weekly column in the BDN named  Prime Time,  and worked for 6 years in fashion modeling and acting in TV commercials.She found time to teach gourmet cooking classes and rug hooking. She was a scout leader, active in the PTA and a director of the Hampden K-8 school hot lunch program.
